Every casino operator registered to take bets in Ontario

Ten operators, each one checked against the iGaming Ontario directory and its own Ontario-facing site: the registered company behind the brand, when it launched here, and what it does and does not publish. No offers, no inducements — those belong on the operator’s own site.

Ontario only, 19+. SlotScroll covers the regulated Ontario market. You must be 19 or older and physically located in Ontario to play with an operator registered by the Alcohol and Gaming Commission of Ontario. Gambling is adult entertainment with a cost, not a way to make money. Free, confidential help is available 24/7 from ConnexOntario on 1-866-531-2600, or text CONNEX to 247247. The regulator’s own player help page is at iGaming Ontario.

How this list is put together

SlotScroll lists an operator only if it is registered with the Alcohol and Gaming Commission of Ontario and appears on the iGaming Ontario operator directory as holding an operating agreement with iGO. List last checked 31 July 2026.

Operator list last checked 31 July 2026. Every Ontario URL is re-fetched on each cycle and the result is printed beside the brand, including the checks that failed.

† Where a row reads “not published in the sources we verified”, the operator does not publish the figure anywhere we could cite and we declined to estimate it. Several Ontario lobbies are geo-fenced, which is correct behaviour for a regulated product but means we cannot read what is inside them from outside the province. Ratings are our editorial scores, not a prediction of your results, and no operator can buy one.

Inside the register

The directory entry first, the marketing never

A review starts with the corporate entity and the iGaming Ontario directory listing, not with a promotion. We record the registered company, re-fetch the Ontario URL and print the HTTP result, read what the operator publishes about banking and games, and mark everything else as unpublished. Where a figure is not published anywhere we can cite, our tables say so instead of estimating.

Methodology

How we rate registered operators

Every operator is scored out of five against six weighted criteria that add to 100. Scores are set by the named reviewer, reviewed by the editor-in-chief, and are not for sale.

25%

Registration & regulatory standing

Whether the operator is registered with the AGCO, appears on the iGaming Ontario directory, and which corporate entity holds that registration. Public AGCO monetary penalties count against this score.

20%

Transparency of published information

How much the operator states plainly before you register: the entity, the Ontario scope, the age rule, the terms of play. Anything a reader cannot check without opening an account costs marks.

15%

Banking & payout information

Whether deposit methods, withdrawal timeframes and identity-verification expectations are published at all. Unpublished payout detail costs marks; we do not fill the gap with an estimate.

15%

Game range & studios

Whether the library and the studios behind it are documented, and whether live-dealer tables are present. Consistency between the operator’s own numbers and other sources matters here.

15%

Responsible-gambling tooling

Deposit limits, loss limits, timeouts, self-exclusion and reality checks — how few clicks it takes to find them, and whether the ConnexOntario contact is displayed as the standards require.

10%

Support & accessibility

Contact channels and hours, language coverage, and how usable the Ontario product is on a phone and with assistive technology.

Weightings are fixed across all operators. Where an operator does not publish a figure, it loses marks on transparency rather than receiving an assumed value. Promotional generosity is not a criterion: we do not see, rank or publish offers. Full detail in our editorial methodology.

Games

Popular slots, and what their RTP really says

Provider-published figures with the lower certified variants operators may deploy. Higher RTP does not mean a likely win.

Return-to-player figures as published by the game providers, with the lower certified variants operators are permitted to deploy. Verified 31 July 2026. RTP is a long-run theoretical average across millions of spins — it tells you nothing about a single session.

Regulation

Ontario, and how the rest of Canada differs

Ontario is the only province where privately run, registered operators compete. Everywhere else, online play runs through a lottery corporation.

Who regulates what. Ontario is the only province with a competitive market of privately run, registered operators: the AGCO registers them and iGaming Ontario holds the operating agreement. Elsewhere in Canada, online play runs through provincial lottery corporations. Verified 31 July 2026.

Alcohol and Gaming Commission of Ontario (AGCO) Ontario Registers every private operator in Ontario's regulated market and publishes the Registrar's Standards for Internet Gaming that this site follows. Official site
iGaming Ontario (iGO) Ontario Conducts and manages the market and publishes the operator directory. An operator must hold an iGO operating agreement as well as AGCO registration. Official site
British Columbia Lottery Corporation (BCLC) British Columbia Crown corporation running PlayNow.com — the only regulated online option in BC. Official site
Alberta Gaming, Liquor and Cannabis (AGLC) Alberta Runs PlayAlberta; a private-operator framework was announced with a 2026 timeline. Official site

Safer gambling commitment

Ten rules we would give a friend

We publish comparison content, which means we are part of the marketing chain, and in Ontario that makes us answerable to the same standards as the operators we list. So: no urgency, no “last chance”, no suggestion that gambling replaces income, and no inducement of any kind on any public page of this site.

  1. Decide what the evening is worth to you before you deposit, and treat it as the price of entertainment.
  2. Set a deposit limit in the account settings on day one, before you have a reason to raise it.
  3. Never gamble with money committed to rent, food, credit repayments or savings.
  4. Do not chase a loss. Adding money to recover money is the single most reliable route to a bigger loss.
  5. Keep a time limit as well as a money limit, and use the operator’s reality-check reminders.
  6. Do not gamble to change how you feel, and never while drinking or using drugs.
  7. Understand that RTP is a long-run average and that no session, streak or system changes the house edge.
  8. Take the winnings out. Withdraw rather than recycle, and read any promotional terms on the operator’s own site in full before you accept them.
  9. Use a timeout or self-exclusion the moment gambling stops feeling like a choice.
  10. Talk to someone. ConnexOntario, a GP or a friend — free confidential support is available 24/7.

If gambling is causing harm to you or someone close to you, call ConnexOntario on 1-866-531-2600 — free, confidential and 24/7, in more than 170 languages. You can also text CONNEX to 247247, use the service’s web chat, or start from iGaming Ontario’s player help page.

Editorial team

Who writes this site

Three named people are accountable for every figure published here. Corrections go to [email protected].

Elena Marchetti

Editor-in-chief · Registration status and regulatory compliance

Elena leads SlotScroll' editorial standards and signs off every registration claim before publication. She checks each operator against the iGaming Ontario directory and the AGCO Registrar's Standards, and she owns the rule that this publication never states a figure a named source cannot support — and never publishes an inducement of any kind.

Daniel Okonkwo

Senior reviews writer · Operator entities, banking detail and payout reporting

Daniel traces the corporate entity behind each Ontario-facing brand, records what the operator does and does not publish about banking and payouts, and re-checks every Ontario URL on each verification cycle. He writes the factual attribute tables and marks anything unpublished as unverified rather than estimating it.

Priya Raman

Responsible-gambling and player-safety editor · Player protection tools, RTP and game mathematics

Priya maintains our responsible-gambling hub and the ConnexOntario signposting, and audits how easily deposit limits, timeouts and self-exclusion can be found inside each operator's account settings. She also verifies slot RTP figures against provider documentation, including the certified low-RTP variants operators are allowed to deploy.

Questions

Frequently asked questions

Is online casino play legal in Ontario?

Yes, through registered operators. Ontario opened a regulated iGaming market on 4 April 2022. A private operator must be registered with the Alcohol and Gaming Commission of Ontario and must also hold an operating agreement with iGaming Ontario, the agency that conducts and manages the market. Every operator on this site meets both tests and appears on the iGO operator directory, which listed 48 operators and 82 gaming websites when we last read it. Ontario Lottery and Gaming also runs its own regulated site alongside the private market.

How old do I have to be, and do I have to be in Ontario?

You must be 19 or older and physically located in Ontario to play with an operator registered here. Registered operators verify both, and accounts opened below the legal age can be closed and winnings voided. If you are outside Ontario, the operators on this page are not open to you and your province’s lottery corporation is the regulated route.

Why does this site not list welcome offers?

Because the AGCO Registrar’s Standards for Internet Gaming do not allow it. Standard 2.05 restricts advertising or promoting inducements, bonuses and credits to an operator’s own gaming site, or to direct marketing where the player has actively consented to receive it. Standard 2.06 bars describing anything as “free” or “risk-free” when it is not, and Standard 1.19 makes the operator answerable for what its affiliates publish. A public comparison page is neither the operator’s own site nor consented direct marketing, so any offer available to you appears on the operator’s site after sign-up.

Has the regulator actually enforced that?

Repeatedly. The AGCO fined BetMGM Canada C$48,000 in 2022 and a further C$110,000 in March 2025 for advertising cash inducements to new customers, and fined DraftKings’ Ontario entity C$100,000 in June 2022 over broad public gaming inducements. Unibet and PointsBet have also been penalised. Those decisions are the reason this site’s public pages carry no offer figures at all.

What do you publish instead?

Facts a reader can check: the registered corporate entity behind each brand, its AGCO registration and iGO agreement, the Ontario-facing URL and whether our own fetch of it succeeded, the year the Ontario product launched, whether a documented affiliate programme exists, and any AGCO monetary penalty on the public record. Where an operator does not publish something — game counts, withdrawal timeframes, support hours — we say so rather than estimating.

Do you get paid, and does it change your ranking?

Yes, we may be paid commission when a reader opens an account through our links, and no, it does not change the ranking. The order is produced by six weighted criteria described in our methodology, none of which is promotional generosity. The clearest evidence is that our top-ranked operator also carries the two AGCO penalties that hold its regulatory score down, and our lowest-ranked operator carries the single largest one.

What is RTP, and why do the numbers differ between casinos?

Return to player is the long-run theoretical percentage of stakes a game returns across millions of spins. Providers certify more than one version of the same game and the operator chooses which to deploy: Book of Dead exists at 96.21% and also at 94.25%, 91.25%, 87.25% and 84.18%. Mega Moolah’s base RTP is 88.12%, with roughly 5.3–8.8% of stakes going to the progressive jackpot pool. Always check the RTP shown in the game’s own information panel.

How current is this list?

Registration status was checked against the iGaming Ontario operator directory and every Ontario URL was re-fetched on 31 July 2026; the result of each fetch, including the failures, is printed beside the brand. Operators are added to and removed from the directory regularly. If you find something that has moved, email [email protected] and we will correct it.
